Housing policy as the next dimension of social policy can be influenced by the orientations and approaches of governments. However, there is no accurate indication of how different governments are oriented towards housing policy in Iran. This is especially important for low-income groups. The question of this research is that how did governments influence the housing policy of low-income groups? To answer this question, the housing policy was examined in two dimensions of legal input and Executive output over the years 1979 to 2013 using qualitative data. The results of the study showed that housing policy in the legal input was influenced by the government's approach. But from the executive perspective, despite the difference in the type of housing policy in different governments, the results and practices of housing policy have been similar to those of low-income groups. It means that Government policies have so far not been able to make such a viable and effective operation that lowers incomes to their right to provide adequate housing. Therefore, informal settlement has increased and the amount of homelessness has been increased over the recent years. With the advent of the first decade of the revolution, housing policy has so far provided for the accumulation of capital for traders and, on the other hand, has led to the Lack of citizenship for the majority of society. This situation has led to the commoditization of land and the growth of its exchange value. Keywords: Housing, State, Rent, Social Justice, Social Policy.  }, keywords = {}, title_fa = {بررسی تحولات سیاست‌گذاری رفاهی مسکن در ایران (1358-1392)}, abstract_fa = {چکیده این مقاله به مطالعه سیاست مسکن در ایران می‌پردازد. سیاست مسکن به‌عنوان بعدی از سیاست اجتماعی می‌تواند تحت تأثیر جهت‌گیری‌ها و رویکردهای دولت‌ها قرار گیرد. اما درباره اینکه در ایران دولت‌های گوناگون چه جهت‌گیری نسبت به سیاست مسکن داشته‌اند دریافت دقیقی وجود ندارد. این مسئله خصوصاً درباره گروه‌های کم‌درآمد دارای اهمیت مدیریتی است. پرسش این پژوهش این است که تأثیر عملکرد دولت‌ها بر سیاست مسکن اقشار کم‌درآمد در ایران چگونه بوده است؟ برای پاسخ به این پرسش سیاست مسکن در دو بعد درون داد قانونی و برون داد اجرایی در طول سال‌های 1358 تا 1392 با استفاده از داده‌های کیفی موردمطالعه قرار گرفت. نتایج پژوهش نشان داد سیاست مسکن در بعد درون داد قانونی در بازه زمانی مورد بررسی تابعی از رویکرد دولت‌ها بوده است. اما از بعد برون داد اجرایی باوجود تفاوت در نوع سیاست‌گذاری مسکن در دولت‌های مختلف، نتایج و عملکرد سیاست‌گذاری در خصوص تأمین مسکن اقشار کم‌درآمد مشابه بوده است. این بدان معنی است که سوای اختلافات در برخی درون دادهای قانونی، سیاست‌های دولت‌های یادشده در حوزه مسکن خصوصاً از دولت سازندگی تاکنون نتوانستند از چنان سنجیدگی و کارایی لازم برخوردار باشند که کم‌درآمدها را به حق خود در زمینه تأمین مسکن مناسب برسانند و لذا اسکان غیررسمی افزایش‌یافته و بر میزان بی‌مسکنی و بدمسکنی در طول سال‌های اخیر افزوده‌شده است. با فاصله گرفتن از دهه اول انقلاب تاکنون سیاست‌گذاری مسکن به‌گونه‌ای بوده که انباشت سرمایه را برای سوداگران فراهم کرده و از سوی دیگر منجر به شهروندزدایی از اکثریت جامعه گشته است. این امر منجر به کالایی شدن زمین و مسکن و رشد ارزش مبادلاتی آن شده است.    }, keywords_fa = {واژه‌های کلیدی: مسکن,دولت,رانت,عدالت اجتماعی,سیاست اجتماعی}, url = {https://qjsd.atu.ac.ir/article_10344.html}, eprint = {https://qjsd.atu.ac.ir/article_10344_5c57dd131279e6c717327c339ce88ccb.pdf} }
