So, during the interviews with 20 key Iranian policy-makers of virtual space, it provides a different & new cognition towards this challenging issue in Iranian social media policy-making. The statement of problem, concerns the conflict between policy-maker's mental paradigms & how the users use these media, which provide a proposed model to ameliorate the status quo between their media consumption & some determinative policy (like Filtering). Commixing the findings of systematic reviews of selected researches, with implementation and analysis of interviews through open, axial and selective coding with qualitative data analysis software MAXQDA, conducted to a proposed model for policy-making in this field. The research outcome determines that policy makers viewpoint to the social media is not necessarily in conflict with the users usage, but the inadequacy of existing structures, ignoring legal, administrative or controlling tools, as well as scattered policy making methods, provide too many challenges for social media policy-making. This has made it too difficult for policy-making institutions to converge & synergize. This article also emanates from the first academic research as a Ph.D thesis in social communication sciences, which is done after the establishment of "Supreme Council of Cyberspace" (by Iranian Supreme Leader in 2012) & the "Computer Crimes Law", passed by the Iranian parliament in 2010.  }, keywords = {Social Media,Iranian Policy makers,policy-making,Internet,filtering,A Proposed Model}, title_fa = {سیاست گذاران ایرانی و سیاست گذاری رسانه های اجتماعی}, abstract_fa = {این مقاله سیاست‌های جاری ایران در قِبال رسانه‌های اجتماعی و نیروهای تأثیرگذار بر این سیاست و روندهای آتی آن را بررسی  می‌کند. بر این اساس، ضمن مصاحبه‌های رو در رو با 20 سیاست‌گذار کلیدی در ایران، شناختی متفاوت و تازه را نسبت به این مسئله چالش‌برانگیز در عرصه سیاست‌گذاری رسانه‌های اجتماعی در ایران فراهم آورده است. مسئله اصلی مورد بررسی، درکِ پارادایم‌های ذهنی سیاست‌گذاران و ارائه مدلی پیشنهادی برای حل تعارض موجود میان مصرفِ کاربران و شیوه‌های سیاست‌گذاری محدودکننده (نظیر فیلترینگ) در قبال آن است. پیاده‌سازی مصاحبه‌ها در نرم‌افزار تحلیل داده‌های کیفی مکس‌کیودا، ضمن کدگذاری اولیه، محوری و گزینشی، به استخراج تم‌هایی انجامیده و معطوف به ارائه یک مدل پیشنهادی برای سیاست‌گذاری در این حوزه شده است؛ یافته‌های این مقاله نشان می‌دهند که نوع نگاه سیاست‌گذاران به رسانه‌های اجتماعی در ایران، با نحوه استفادۀ کاربران از آن، لزوماً در تعارض نیست، اما ناکارآمدی ساختارهای موجود، جدی نگرفتن ابزارهای قانونی و مدیریتی، و نیز پراکندگی شیوه‌های تصمیم‌گیری، چالش‌های فراوانی را برای سیاست‌گذاری رسانه‌های اجتماعی به دنبال داشته، که همگرایی و تجانس میان نهادهای تصمیم‌ساز را بسیار دشوار ساخته است. این مقاله، برآمده از اولین پروژه تحقیقاتی است که پس از تأسیس شورای عالی فضای مجازی در ایران (به فرمان مقام معظم رهبری اسفند 1390) و تصویب قانون جرائم رایانه‌ای (مصوب خرداد 1388 مجلس شورای اسلامی)، در قالب رساله دکتری در رشته علوم ارتباطات به این مسئله می‌پردازد.  }, keywords_fa = {رسانه‌های اجتماعی,سیاست‌گذاران ایرانی,سیاست‌گذاری,اینترنت,فیلترینگ,مدل پیشنهادی}, url = {https://qjsd.atu.ac.ir/article_1421.html}, eprint = {https://qjsd.atu.ac.ir/article_1421_80e2d2012f01c53559d79e71aafc97c7.pdf} }
