Abstract:
In the area of providing welfare services, the provision of adequate housing has always been a concern for governments. Because in the constitution of the Islamic Republic of Iran, the provision of this welfare service as one of the duties of the state is known. Undoubtedly, the arrival and presentation of this welfare service in Iran, after the Islamic Revolution, has been a downward spiral. Because welfare policies of housing are the product of the forces and structures as well as the economic, social and political conditions governing each period. Accordingly, the purpose of this paper is to analyze the role of governments in housing policies in Iran after the Islamic Revolution, using the theory of analyzing the policy of critique with a historical-analytical method. The information needed to analyze this situation is extracted in a documentary manner, from related programs and documents, from the time after the revolution to the end of the fifth development plan. The results of this analysis show that the policies of housing development in Iran after the revolution,
influenced by the discourse of the revolution in the interim government and the Mousavi government, have overcome the structural adjustment perspective affected by global conditions in the Hashemi government, prioritizing the market and The private sector in the Khatami government, the discourse on justice in the Ahmadinejad government, and the discourse on economic rationality in Rouhani's government, respectively, with the policies of redistribution of housing from the bottom, the release of the housing market, the empowerment and organization of informal settlements, the response to demand for housing Especially among low-income people with a housing plan and the procedural reform of Mehr housing plan with an emphasis on community housing. Abstract Policy-making is in practice a systematic activity that involves a set of decisions, plans, and practices. Shortages, contradictions or weakness in laws in responding to social issues often leads policymakers to formulate or reform social policies in the form of bills / plans. Policy-making is in practice a discipline that involves a set of decisions, plans, and practices. Legal vacuum, conflict or legal impediment in responding to social issues often leads policymakers to formulate or reform social policies in the form of bills / plans. In this context. Time duration (between becoming problematic and reaction to) is important. Extending this gap can exacerbate the problem or even cause a new issue/ issues, so that the embedded policy measures do not work in the past. Asking a question about the "state of time" in the reality of social policy (focusing on plans / bills) required the present study. To examine the issue empirically and provide appropriate evidence on the research subject; the method of analyzing documents and mixed of qualitative and quantitative techniques were applied. Sampling method was purposeful. The plans and bills related to social policy in 8th and 9th Parliaments, and documents that have information about the date and outcome of their review (from the beginning to the notification). The results show that the average time between receipt and approval of plans and bills (irrespective of residual or deregulated items) has been around 22 to 25 months Which the most bureaucratic bills have been in the area of justice and the most time-consuming one has not been acted yet from around 12 years ago. Also the research data does not show a logical and meaningful relationship between proximity to election time and the rejection or approval of plans and bills in the policy domain. Besides that thepatterns of approvals are not endorsed separately from the various years of life of each parliament. Generally, the problem of social phenomena in the legislature has not been dominant in parliament and the patterns of approvals are not endorsed separately from the various years of life of each parliament. Finally the findings indicate that the process of social policy through the parliament is very time consuming; on the other hand, it generally does not follow a timely response to social problems. The stage of development of a society shows the society's historical period and overall social, cultural, economic and political conditions at various levels of macro (system), meso (institutions and organizations) and micro (actors) scales. Despite strengths and capabilities of development, it brings about problems and difficulties that may cause disorder and instability. Such disorder and insatiability are observed more in countries that their development process is affected by foreign models and theoretical paradigms. More notably, these disorders appear in social sphere, due to negligence of social development. This article discusses insatiability and difficulties that occur in social sphere in the light of the new development discourses, such as post colonialism, post development and alternative developments, as well as practical experiences and implications of policies and development programs. The essential assumption of this article is that the social consideration and consequently social development issues are usually overlooked, so that social development issues- from a theoretical point of view- are simply reduced to social welfare. Also in policymaking it is limited to providing welfare and utilities for satisfying basic needs.
