In recent years, significant obstacles have emerged regarding marriage and childbearing among university students and graduates. The higher education system, from a policy and legal standpoint, bears responsibility for addressing these challenges. However, not only have these obstacles remained unresolved, but they have also been recurrent across different governmental periods. This recurrence suggests that the barriers are structural in nature, and since laws and regulations constitute a key component of any structure, it can be inferred that many of these issues originate in the legal frameworks governing higher education, rather than merely in managerial discretion or performance.Accordingly, this study seeks to answer the question: How and through what processes do recurring barriers to childbearing in the higher education system stem from its laws and regulations? Employing a process-tracing method, the study first identifies key recurring challenges. In the second step, in-depth semi-structured interviews with higher education managers and experts were conducted to investigate the causes. In the third step, by examining relevant laws and regulations identified in the previous phase, a causal chain was mapped to illustrate how these legal instruments contribute to the creation of such barriers. The study concludes that without revising legal framework, the reproduction of childbearing barriers within the higher education system will likely continue.

This study explores the transformations in high school students’ self-perception as global citizens in the city of Rasht, Iran. Globalization, as a socio-cultural phenomenon, has reshaped the values, attitudes, and identities of younger generations, confronting them with new challenges in redefining citizenship. The objective of this research is to examine the various dimensions of these identity shifts and analyze adolescents’ lived experiences in the context of globalization. The study was conducted using an ethnographic qualitative approach. Data were collected through semi-structured interviews with 15 male and female students in grades 10 to 12 (aged approximately 15 to 18) and through participant observation in school settings. Thematic analysis was applied to analyze the data. The findings revealed that globalization affects students’ identities in five major dimensions: globalization of everyday experiences, globalization of values, development of critical consciousness, sociocultural transformation, and increased emphasis on individual selfhood. These dimensions indicate that adolescents are not merely passive recipients of global influences, but rather actively reconstruct their personal and social values toward forming transnational identities. Tendencies toward independence, shifting reference groups, and critiques of educational and cultural structures were also observed. Overall, the study demonstrates that globalization is a multifaceted and complex process that deeply impacts all aspects of adolescents’ lives, leading them toward a redefined understanding of the self as a global citizen.

The five-year development plans of the Islamic Republic of Iran have been striving to create a more balanced development in the country and lay the foundation for societal progress over the past four decades. One fundamental aspect of development in any society is addressing health and public health, which can be explored and advanced through health communication development. This article seeks to elucidate the role of health communication and the strategies employed in the development plans, aiming to answer the question: "What components are highlighted in the objectives of the country's five-year development plans regarding health communication, and what is the primary focus and ultimate goal?" To address this inquiry, the study utilizes a documentary method to gather and analyze qualitative content data, examining the program's directives. The findings reveal that the principle of "sustainable health" serves as the overarching and inclusive approach of the program. This concept is based on key principles such as "enhancing community health," "expanding social and universal insurance coverage," "ensuring food security and promoting healthy food production and environmental protection," "enhancing pharmaceutical and therapeutic oversight," and "implementing electronic health solutions." These principles can be actualized through the development trajectory with the support of health communication.

The aim of the present research is to adopt participatory strategies with an emphasis on the capacities of the local community in the policymaking of water resources management in Kurdistan province. Considering the water crisis and its consequences in the villages of Dehgolan and Qorveh counties in Kurdistan province, as well as the failure of top-down participatory approaches and, consequently, the inefficiency of structural and government-centered approaches dominant in policymaking, the redefinition and re-introduction of participatory policymaking in the field of water resources management is doubly important and necessary. Therefore, by adopting the participatory governance approach and the Ansel and Gash model, we seek to explain the policies, institutional and local actions, and their compatibility with the indicators of participatory water governance, and ultimately; to adopt participatory strategies emerging from the studied field. The method adopted, considering the contextual nature of the data, is based on the qualitative tradition and, within it, thematic analysis. For this purpose, , t Increasing the deterrent power of laws and incentive policies should also be adopted by institutions to facilitate this process. Finally, considering the weakness of synergistic participatory governance, participatory strategies, the formation of local committees, the development of digital technology and public awareness, participatory dialogue, and legitimacy-based participation can be proposed as a middle-ground participatory approach between the responsible institutions and farmers.

In the modern era, improving women's education is at the same time necessary and challenging. The goal of this study is assessment the experiences of women working in the education system in Sanandaj city and pursue continuing education. The theoretical and methodological foundations of this research are rooted in a phenomenological perspective. The sample size consisted of 16 participants, and data were collected through interviews. Data analysis was conducted using a three-step coding method, which led to the identification of five key concepts: "desire to study," "social promotion," "obstacles," "social context," and "management tactics." Ultimately, the study concluded with a core category termed "the dialectic of women management and social context."The research findings reveal that women decide to continue their education due to personal interest, serving as role models, academic status, increasing administrative rank and salary and improving their social standing. Their decision to pursue further education is influenced by personal, family and organizational factors. Women who possessed the adcaute personal abilities and received familial and organizational support to manage their situations the least amount of stress and pressure from multiple responsibilities. Conversely, in contexts where adequate support systems were lacking and the women themselves did not have the adcaute abilities or resources to manage their situations, the pressure and tension they experienced were significantly higher.
