Examining the performance of the important economic institutions of the country can help us to understand the current situation and also to find suitable ways to repair the gaps in the future. One of the relatively new concepts in political science to study the performance of institutions is the concept of government capacity. In the present article, using this concept and documentary method and historical analysis of data and information, the performance of this organization is emphasized by emphasizing the five development plans; this performance is evaluated based on two main and important indicators of the concept of government capacity, namely the degree of bureaucracy independence from the government and institutional efficiency. The results show that the PBO has been the most efficient and effective in terms of the two main components of government capacity during the reform period; the reason for this stems from the government's more realistic view of the country's economy and development (based on the country's requirements and conditions) and efforts to reduce entrepreneurship in this area. These results also indicate that according to the analysis of the efficiency of this organization over nearly four decades, creating fundamental structural changes in the organization is a priority and the officials of this institution should pay more attention to improving the two basic components of independence and institutional efficiency.

Progress in the cultural context and attention to culture are important steps in achieving development, and achieving economic development is considered as a requirement for development dependent on cultural elements in the social context of an ecosystem. According to the theoretical framework of functionalism of cultural needs, they provide the grounds for any economic action in the direction of development, so that meeting the needs, defining new needs and in the hierarchy of needs, function, new concepts to the socio-economic structure of society. Culture also has the function of satisfying human needs in social life and adapting human beings to the environment around them, and the various components of culture participate closely in each other and in fulfilling this desire. The present article is a developmental research that has been done by documentary method during the years1394 to1397 in Guilan province. According to the findings and results of cultural research, especially popular culture, it has a special place in development, but not all aspects of popular culture in Guilan do not talk much about development. Rituals play a key role in all economic processes. The destiny of Guilani's legends cannot guide the economic activities that underlie economic development.

The last quarter of the 20th century coincided with cultural turn, post-modernism and post- structuralism, both in social reality and in social analysis. This "turn" not only reveals increasing importance of culture in human life and in the humanities and social sciences, but a better and deeper understanding of the role and power of culture in various arenas of human life and social theorizing, what had been overwhelmed for a long time by the economic factor. In this paper we have attempted in, first, discussing the importance of the development of culture and cultural development, and its various aspects and dimensions. Second, utilizing the recent studies about the role of culture in economic, social and political development, we explored the fact that continuous and enduring development of different aspects of societies without development of their indigenous culture neither is possible, nor it may lead to self- realization and accomplishment of human beings. We concluded that in Iran, for the development of various aspects of the society, it is necessary that such development be based on indigenous Iranian-Islamic culture. In other words, the developmental efforts in Iran must be culturally based in order to succeed.

Worshiping and sacredness has been a part of the culture of different tribessince ancient times, and praying has an important position in different religions. This holds true with Islamtoo,and visiting cemeteries, asking for the intercession of, having recourse to Holy Figures and Imams, are considered to be religious rituals. Taking the subcultures of different tribes and religions into consideration, various forms of religious rituals and ceremonies can be observed all over the world. Holy tombs and shrines are annually visited by many pilgrims, having a noticeableimpact on thelivesof Muslims, resulting in political, social, and especially economic developments. The burial place of a religious - historical figure has always resulted in municipal development andcreating financial resources for the dwellersby attracting visitors and pilgrims. This is an instance of cultural indices of the development of cities and villages. This paper aims to study different functions of holy tombs and shrines, alongside with the impact of subcultures on economic development of an area.
