Happiness is the foundation of many issues and the driving force of societyThat is why all countries try to provide all the necessary elements for happiness if they can not At least take initiatives to lead society to live happily, Actions that can affect the economic, cultural, social and political development of any society.Accordingly, in the present study, we have tried to explain the indicators of a happy city from the perspective of the citizens of Ardabil. The statistical population of the study is citizens over 15 years old in Ardabil in 1400. The sample size was determined based on Cochran's formula of 385 people and the sample was selected using stratified sampling method. Also. Data analysis was performed using SPSS software and CODAS methodThe results of CODAS model indicate that different regions of Ardabil do not have the same indicators of a happy city and from this perspective, there are obvious differences between regions. These differences are such that region two with a score of 0.0063 of the total The studied indices are in the first rank, region one with a score of 0.0061 in the second rank, region three with a score of -0.0017 in the third rank, region four with a score of -0.0044 in the fourth rank and finally region five with a score of -0.0064 is in the last rank.

In this article a theoretical explanation is presented based on the perceiving city in the general process of globalization. It provided a new perception of culture and its priority against the technological economic approach towards development. Then Islamic Iranian city in different eras of Iranian history; the arrival of modernity (The Persian Constitutional Revolution), the formation of modernity based on the western model (Pahlavi), and the redefinition of modernity are studied. Moreover, entering the global system (post-revolutionary era) is reviewed and the explanatory approaches are criticized. Regarding the most prominent features of Iran's society and respecting diversity rather than homogenizing, this article attempts to provide an eligible and functional model for the city.

Today, many planning experts and theorists of regional sciences acknowledge the fact that urban area, in addition to villages and towns, has become a new form of settlement for mankind. There are main structural and functional differences between urban areas and villages/towns. Urban areas are of some potentialities, the realization of which requires an appropriate knowledge of urban areas and a correct way of determination of urban area limits, and subsequently, adequate planning and management. It is evident that an appropriate planning of urban areas is feasible through scientificly determining their borders. In Iran, urban areas have been recognized since 1995, and various efforts have been made to determine them scientifically. In practice, however, it seems that the determination of the areas are mainly based on political-administrative divisions. Since Tehran urban area is the largest urban zone in all over the country and has national and international functions, any planning and policy-making for that are requires precise and scientific determination of its urban limits. The present research studied the current commonly-used methods, and then proposed ‘factor analysis’ as a complementary method for determination of the limits of Tehran urban area based on socioeconomic indicators the analysis of indicators. 50 socioeconomic indicators at township level were obtained, and then a factor analysis was performed using SPSS software. Finally, the results were linked to GIS map of Tehran province, and after various layers had been prepared, the output of the research was obtained within the frameworks of a thematic map. This study revealed that taking use of factor analysis, the limits of Tehran urban area are the same as those of Tehran province excluding Firoozkouh and Nazarabad townships.
