One of the most important issues in the cultural and social field is performance appraisal. Because the nature of cultural and social activities is intangible and intertwined with abstraction, it is inherently difficult to evaluate its results and effects. Defining this issue in a bureaucratic context such as Tehran Municipality is associated with double difficulty in the field of implementation. The effectiveness of cultural and social activities in Tehran Municipality with other missions of this executive body such as municipal services, technical and civil services and the like, according to existing experiences has weakened the cultural and social field and labeled inefficient activities in this field. Due to this fact, the present study was conducted with the aim of evaluating the quality of services of the cultural and social deputy of Tehran Municipality in the field of culture and art and its impact on citizens' satisfaction. The research method is a descriptive-survey research in terms of applied purpose and in terms of data collection. In line with the purpose of the research, after extracting the effective factors in the quality of services of the cultural and social deputy of Tehran Municipality, a questionnaire was prepared using the literature.

Background: Cultural citizenship theory oversees and relies on multiple social realities that can also be considered "cultural dimensions of citizenship."Objective: The present study was conducted with the aim of transcending the scores of cultural citizens in the service area beyond the complex.Method: Using cross-compounding technique, the findings of related internal and external studies were systematically investigated by seven-step Sandoloski and Barso methods. Of the 130 articles searched in this area, 46 selected articles, according to which 68 factors were identified and extracted.Findings: In order to analyze the selected articles, constituent concepts, dimensions and influential components, the content analysis method and the Kappa index, maxqda, were used. At the end of the research findings in the form of 12 categories including: cultural / social, responsibility, citizen participation, citizenship identity, interpersonal trust, media development, following the law, tendency to adhere to laws, social and cultural responsibility, economic situation And social, cultural tendencies, acceptance of cultural capital, classification were presented.Conclusion: Based on the results of the research, it is stated that taking into account each of the drivers of the cultural citizen and providing the necessary infrastructure for its implementation, a positive step should be taken to improve the services provided.

According to the findings and results of cultural research, especially popular culture, it has a special place in development, but not all aspects of popular culture in Guilan do not talk much about development. This paper examined the role of culture and cultural planning in urban development to increase social security. Today, the role of culture has become more tangled in planning, especially urban and regional planning, and urban and regional planners have recognized this necessity and they have to put culture in their workplaces, so any kind of Urban and regional planning should put culture and cultural identity in the agenda. Culture plays a major role as a major factor in planning for the future, with a lack of attention to it in planning a lot of negative impacts.The result of the research shows that the urban planning and management method must make changes, and instead of purely quantitative and statistical methods, and taking into account purely economic and political components, qualitative methods are used, and in Planning for the city and region are cultural components (needs, values and norms of the people, cultural industries, etc.). Data collection is based on a library and documentary study and is descriptive-analytic.
