Considering the close relationship between social policies and the increase or decrease of social cohesion, this article seeks to answer the question of what relationship (increasing and positive or erosive and negative) the policy of targeting subsidies can have with social cohesion in Iran? For this purpose, the opinions of citizens on the Instagram social network (April 2017 to the end of August 2023) as well as the published opinions of experts in this field have been analyzed. Sampling of Instagram data was multi-stage. Also, experts' opinions (189 sources including articles, interviews, media meetings and newspaper notes) have been counted and analyzed in this regard. Based on the theoretical implications of the research and the qualitative analysis of the opinions of the users of, as well as the views of experts, the following themes were reached: "short-term policymaking", "state-nation conflict", "supporting the policy", "subsidies' ineffectiveness" and "dual interpretation of fair distribution". Also, a three-dimensional model of social cohesion in relation to the policy of targeting subsidies (including "vertical trust", "inequality assumption" and "social polarization") was presented. According to this research, although selective cash support at the beginning of the introduction and implementation of the policy, increases trust and improves the relationship between the government and the nation, it causes discrimination, protest, tension and, as a result, a decrease in social cohesion.

Demographic, family, economic, occupational and cultural changes have given complex dimensions to the issue of supporting the elderly in the future. One of the pillars of this support is family caregivers, which we seek to provide strategies to support in this study.The method consists of four parts: Part One; The two main drivers (consisting of 16 key factors) affecting the support of the elderly were extracted according to the results of previous studies and interviews with the elite. Part 2: For each driver, two favorable and unfavorable situations are imagined, from which four scenarios were extracted. Part 3: Strategies to support informal caregivers for the elderly were extracted through interviews with specialists. Step 4: The strategies and policies extracted for each scenario were identified by the questionnaire technique by the elite panel and were prioritized by HAP method and AHP-SOLVER software.Results: The drivers of effective support for informal caregivers of the elderly include; "Sociology-cultural status" and "resources available".Strategies proposed to support caregivers include; Financial services to the caregiver, health and accident insurance services, providing support packages, providing the required care services to the caregiver, providing care-giving and caregiver assistance to the caregiver

Abstract Policy-making is in practice a systematic activity that involves a set of decisions, plans, and practices. Shortages, contradictions or weakness in laws in responding to social issues often leads policymakers to formulate or reform social policies in the form of bills / plans. Policy-making is in practice a discipline that involves a set of decisions, plans, and practices. Legal vacuum, conflict or legal impediment in responding to social issues often leads policymakers to formulate or reform social policies in the form of bills / plans. In this context. Time duration (between becoming problematic and reaction to) is important. Extending this gap can exacerbate the problem or even cause a new issue/ issues, so that the embedded policy measures do not work in the past. Asking a question about the "state of time" in the reality of social policy (focusing on plans / bills) required the present study. To examine the issue empirically and provide appropriate evidence on the research subject; the method of analyzing documents and mixed of qualitative and quantitative techniques were applied. Sampling method was purposeful. The plans and bills related to social policy in 8th and 9th Parliaments, and documents that have information about the date and outcome of their review (from the beginning to the notification). The results show that the average time between receipt and approval of plans and bills (irrespective of residual or deregulated items) has been around 22 to 25 months Which the most bureaucratic bills have been in the area of justice and the most time-consuming one has not been acted yet from around 12 years ago. Also the research data does not show a logical and meaningful relationship between proximity to election time and the rejection or approval of plans and bills in the policy domain. Besides that thepatterns of approvals are not endorsed separately from the various years of life of each parliament. Generally, the problem of social phenomena in the legislature has not been dominant in parliament and the patterns of approvals are not endorsed separately from the various years of life of each parliament. Finally the findings indicate that the process of social policy through the parliament is very time consuming; on the other hand, it generally does not follow a timely response to social problems. The Analysis of the Effective Factors on Citizenship Knowledge Among Students (Case Study: City of Poldokhtar) Vali Bahrami[1] , Ali akbar Taj mazinani[2] , Hossin Amiri[3] Received: 4/4/2015 Accepted: 8/4/2016 Abstract The paper studies the students ‘awareness regarding civil rights and its related factors. The quantitative approach and descriptive survey were used. The purpose of the research is practical and the questionnaire and interview were applied for data collection. the dependent variable was the level of awareness with citizenship rights categorized into civil, political, cultural, social, and gender-based rights. The number of selected participants is 257 out of 780 students in the Poldokhtar area by multi-stage cluster sampling. T-test, Pearson correlation, Spearman and multivariate regression test were used to analyze the data. Students' awareness of all citizenship rights is moderate and high. Among the various dimensions of citizenship rights, the social dimension of the highest and the political dimension of citizenship rights had the lowest level of awareness of citizenship rights. In addition, the research shows that there is a significant relationship between gender, type of education, membership in associations and schools, parents' education, place (rural or urban), and the use of mass media with awareness of citizenship rights.. Unemployment Insurance Welfare Program in Iran suffers from several problems including financial problems, lengthy procedure of receiving unemployment benefit for some groups of the insured and the slow exit of the unemployed from the situation of benefit dependency, making the evaluation of this program a necessity. The research which underlies the present paper has applied three kinds of evaluations, namely: need based evaluation, process evaluation, and impact evaluation. Using a qualitative method, in-depth interviews have been carried out with both the unemployment benefit recipients as well as the unemployment insurance staff while related administrative documents and evidence have been reviewed and analyzed. An analysis of the data reveals nine main themes which represent the most important challenges of the program, which are as follows: lengthy administrative process, lack of a comprehensive coverage of all eligible people, abuse of the program (welfare fraud), coercion and abuse by employers, imbalance between the incoming and the outgoing numbers of unemployed people (to and from the unemployment insurance fund), weak re-employment, inconsistency in administrative data and statistics, welfare dependency, and lack of coverage for all needs of the unemployed.
