Empowerment and social development in line with the retention of volunteers(motivation acts as a strategic weapon in attracting and retaining volunteers, social participation, the proper foundation, and training effectiveness),3.Efficient and effective service management(compilation of evaluation system, control and transferring, identifying and implementing strategies for welfare policies, and explaining the value system for volunteers and volunteer work) and4.Current conditions governing volunteers and volunteer work(structural problems at the population level and infrastructural problems of volunteer work). The extracted themes were considered the basic components of the model of attracting and maintaining the participation of volunteers. The desired model was introduced based on three components of input, process, and output
