Abstract Tourism is, above all, an economic issue. The organization of geographic space is shaping the free trade of tourism, and the business of travel is based on capitalism and profitability. Therefore, tourism in the process of supply and demand, shows the effects of development. The main component of the sustainable tourism paradigm is building relationships and unions in order to strengthen the capacity of the local community and transfer the local economy in a sustainable way, which is also beneficial for the environment. Tourism is considered as one of the first three sources of income in the world as the most innovative industrial in the world, but in Iran, for many reasons, it still has not found its true status. The city of Kashan in the province of Isfahan has long been regarded by both Iranian and foreign tourists as one of the most important tourist hubs of the country with its outstanding antique works, its historical and architectural monuments and its admiration. The position of the city of Kashan in attracting tourists in the country and the large amount of tourist arrival will not affect the integrated management of this city. Due to the historic dates and volume of tourists entering, there are certain conditions in this region. In this paper, the combination method AHP_SWOT was used which according to the results obtained the highest score was given to the threat points (332/2); the rest scores were respectively the strengths (3 218/3), the weaknesses (3 218/3), and finally To the points of opportunity (4/824), according to the plot of the paragraph, a suitable strategy for Kashan is a defensive strategy that can, in addition to emphasizing the development of tourism, the importance of the participation of the people and stakeholders, preservation of natural resources, valuable heritage and Strengthening the infrastructure as much as possible. Comparative Study of Factors Affecting the Sense of Security among People in Hamedan and Yasouj Seyede Masumeh Hoseini Akhgar[1] , Esmaeel Balali[2] Maryam Mokhtari[3] Receive: 19/11/2017 Accept: 8/12/2018 Abstract The factors affecting security in modern times have changed. This research investigates the factors affecting social security in Yasouj and Hamadan. Results show that social trust and religiosity are the most influential factors. The hypothesis is analyzed using a multivariate regression model and among the sample of 750 individuals aged 18 years and over, the following results are included: In the study of security dimensions, feeling political security and feeling of security in the city in Hamadan, is more than that of Yasouj. But feeling the economic security and sense of physical security in the city in Yasouj is more than that of Hamadan. The relationship between religiosity and political security, security in the city and economic security in both cities was confirmed, the relationship of generalized trust with political and economic security was confirmed in both cities too, and shows a stronger relationship in Hamadan. Trusting official authorities in Yasouj with all four dimensions of social security feeling has made a meaningful relationship. The relationship of trust with unofficial authorities with all aspects of security in Yasouj is meaningful but in Hamadan, the relationship between politics and security in the city is very weak. The relationship between trus in friends and feeling of security in the city is significant in Yasouj, but in Hamadan, this kind of trust is significant only in terms of the sense of security in the city and politics, and this relationship is weaker in Hamadan. The analysis of urban management challenges demonstrates the multiplicity of urban management, the multiplicity of parallel interagency activities, as a result of disruption and inconsistency, the loss of energy and national capital, the neglect of the element of time in dealing with citizens and their dissatisfaction. Therefore, with regard to the range of affairs, the need for a new approach to urban management on the one hand, and the government's strategies and the development of the administrative and managerial structure of the country on the other hand, justify the need to consider municipalities as local and administrative institutions and the assignment of new powers and duties. has done .The purpose of this research is to achieve good and efficient city management through the establishment of integrated and coordinated urban management in the urban management system in Iran, which will ultimately lead to the identification and formulation of solutions for the implementation of integrated and coordinated urban management. This research was conducted in a survey method and the method used for analyzing in this research is a descriptive and analytical method. Using SPSS software and AHP method, EXPERT CHOICE software was used to extract the data of the questionnaire. The research population is composed of the first group of urban and sub-urban managers and the second group, urban experts (state institutions), students and professors and citizens. Using the current sampling methods, the sample size was estimated and ultimately reached 195. The results of the research showed that although the municipality as a local institution has a strong role in monitoring, controlling, planning and implementing the city affairs, this institution, considering that it is closely associated with urban issues. Policies and regulations have very little authority and most of its activities have service aspects. Therefore, in order to achieve efficient and sustainable urban management, it is necessary to revise this area and the municipality will have more authority as an effective body in urban affairs. This seems to be achieved by amending, codifying and regulating laws and regulations to provide a performance guarantee. On the other hand, the most important barriers and challenges of integrated and coordinated urban management are the lack of new and specific rules and regulations, and the lack of enforcement of these laws, the gap between the legislator and the local implementation realities, the lack of willingness to engage and coordinate between organizations and organizations, different programs, lack of scheduled programs for implementation of projects, the independence of the responsible organizations and the lack of managerial communication among managers in the metropolis of Isfahan from the viewpoint of the experts of urban management. Solutions for Empowering Low Income Groups Relying on Domestic Jobs Ismail Jahani Dowlatabad[1] , Rahman Jahani Dowlatabad[2] Receive: 8/12/2018 Accept: 17/2/2019 Abstract In all societies with social stratification, low income groups are always found that they do not have the ability to manage their lives and provide the minimum necessary living conditions. These groups are more vulnerable than others, and are more vulnerable to diseases, economic crises and natural disasters than the rest of the population. One of the solutions employed in today's societies to provide these groups' employment opportunities and to mitigate their problems is to use the capacity of home-based businesses, which is usually carried out in the form of cooperative companies. Accordingly, in this study, the performance of cooperative companies has been studied in empowerment of low income households through home-based businesses, and by identifying the weaknesses and strengths of these companies, presented a desirable model for empowerment of the above sectors. For this purpose, a researcher-made questionnaire was distributed among 30 managers of handwoven carpet co-ops and AHP questionnaires distributed among 20 experts in the field of cooperative and domestic jobs, and the information gathered in models of SWOT and AHP was analyzed. The results indicate that the low income status of the low-income households is not satisfactorily affected by the poor performance of the cooperative companies in the field of domestic jobs, especially in the economic field. In this regard, the proposed model of the present study, as an economic model, will enable the achievement of low-income groups' capacities by cooperatives and home-based businesses by the use of defensive strategies at the start of work and using recruiting, conservative and aggressive strategies. The concept of “House", in addition to the physical location, also covers the entire residential environment, which includes all the essential services and facilities needed for the well-being of families. Making Minimal Housing for Citizens, without paying attention to its social damages, can encounter the society with major challenges which require a lot of costs to solve. The present paper seeks to use the descriptive-analytical method and utilizes various theories of social policy, social anomalies in relation to residential environment, urban ecology and Social disorganization, deals with the challenges of social policy in the field of “Parand Mehr Housing”. It focuses on identifying and measuring the impact of social policy components on the formation of social anomalies among its inhabitants. In order to achieve this, by using Pearson correlation coefficient, regression analysis and path analysis of correlation coefficient, the effect and the direction of influence of these components have been measured based on research hypotheses.The results indicate that social anomalies among residents of " Mehr House" have been created due to the lack of access to the components: sense of belonging, leisure and recreation , monitoring and control, communication and social interactions, social capital, cultural consensus, access to work and employment And cultural per capita Which has largely been ignored and emerged in the study area. Abstract
The purpose of the present research was to offer women's narratives of gender inequalities in the field of education in order to identify and analyze the factors and mechanisms of these inequalities in the marginal areas of Naysar, Sanandaj. Any behavior, language, politics, and other actions reflecting the fixed and persistent view of the members of the community of women as subordinate beings means the inequality of gender that takes on more and more meaningful forms in the field of education. For this purpose, it has benefited from three perspectives, i.e., feminist, Bourdieu and Chaftez for theoretical foundations, and used the value of analyzing the content narrative in which uncertainty, complexity, contradictions and dichotomy are not tolerated and shows the subordinate position and life of women. The interviews with 53 women who had experience in life and education at Naysar came to the conclusion that the analysis of the narrative of women shows that inequality takes place in the four areas of the family, the teaching centers, and the local community and the patriarchal system, and its
consistency with the marginal conditions and manifests itself in the sub-themes such as mastery of stereotypes and patriarchal molds, psychological and physical damages of parents, early and premature marriage, lack of attention to educational needs, high cost of educational centers and the provision of inequitable gender education. These sub-themes are overlapping in the field of education and produce and reproduce gender inequality in the field of education in the four main themes: the economic weakness and lack of the family background culture, academic exhaustion, the sense of deprivation of position/marginalization of this gender inequality, and nevertheless, women consider education as a way of development, position and consciousness, but the conditions of marginalization give them less power to maneuver.

Evaluation of Efficiency and Productivity of Hospitals in Iran Emphasizing the Indicators of Welfare and Social Development Mohannad Hoseyn Karim[1] , Seyed Mahdi Hoseyni[2] Ali Sardar Shahraki[3] Receive: 5/8/2018 Accept: 25/2/2019 Abstract Considering the importance of the hospital industry, this study evaluated the efficiency and productivity of hospitals in 12 provinces nationwide using the universal data analysis model based on the method of manufacturing factor minimization (VRS) and Malmquist index during the period of 2006-2016. The results of this study indicated that the efficiency of all hospitals during the studied period has been upward, as well as the Northern provinces are more effective than southern provinces. Also, in the years under study, the least technical efficiency was related to Sistan and BaluchestanHospital unit. On the other hand, the results of the Malmquist index show that in the period under review, the total productivity change index for the 12 provinces is 1.034, and for the whole of the studied provinces, changes in scale efficiency, managerial efficiency changes, and productivity efficiency changes technically dropped. But further increases in technological efficiency changes have led to an increase in the total productivity changes of the production factors. According to the results of the study, it is suggested that, in order to increase the efficiency and productivity in hospitals, measures such as improving the quality of services, increasing the attractiveness of financial resources, continuous evaluation of performance, the assignment of services to the non-governmental sector, the optimal use of human force, increasing managerial authority in hospitals, and optimal allocation of beds on the agenda.
