شناسایی و تدوین برنامه عملیاتی مسیر گردشگری دسترس‌پذیر در شهر شیراز

چکیده
گردشگری دسترس‌پذیر شاخه‌ای از گردشگری پایدار است که بر ایجاد فرصت‌های برابر برای افراد دارای معلولیت در دسترسی به جاذبه‌ها و خدمات گردشگری تمرکز دارد. این پژوهش با هدف شناسایی محور مناسب گردشگری دسترس‌پذیر در شهر شیراز و تدوین برنامه عملیاتی برای مشارکت این گروه انجام شد. طبق گزارش سازمان بهداشت جهانی، حدود 1.3 میلیارد نفر در جهان و بر اساس آمار سازمان بهزیستی ایران (1398)، بیش از 11 میلیون نفر در ایران با معلولیت زندگی می‌کنند که به دلیل موانع کالبدی، اقتصادی، اجتماعی و فرهنگی از گردشگری محروم هستند. این مطالعه با روش ترکیبی (کیفی و کمی)، از طریق مصاحبه با 15 خبره، مشاهدات میدانی و بررسی اسناد در منطقه تاریخی زندیه (ارگ کریم‌خان، حمام وکیل، مسجد وکیل و بازار وکیل) انجام شد. یافته‌ها نشان داد موانع اصلی شامل پله‌های غیراستاندارد، نبود رمپ و علائم لمسی/صوتی، هزینه‌های بالای سفر و نگرش‌های تبعیض‌آمیز است. منطقه زندیه به دلیل تمرکز جاذبه‌های تاریخی و قابلیت مناسب‌سازی به‌عنوان محور پیشنهادی انتخاب شد. برنامه عملیاتی در پنج محور شامل آسیب‌شناسی، تدوین سیاست‌های دسترس‌پذیری، مناسب‌سازی زیرساختی، طراحی تورهای دسترس‌پذیر و نظارت مستمر طراحی شد. همچنین، حفاظت از اماکن تاریخی و همکاری با سازمان‌های بین‌المللی مانند UNWTO پیشنهاد شد. این پژوهش با ارائه راهکارهای عملی، شیراز را به‌عنوان مقصدی پیشرو در گردشگری دسترس‌پذیر معرفی می‌کند که می‌تواند الگویی برای سایر شهرهای ایران باشد.

"Identification" and "Development of an Operational Plan" for an Accessible Tourism Route in Shiraz

Accessible tourism, a subset of sustainable tourism, focuses on creating equal opportunities for individuals with disabilities to access tourism attractions and services. This study aimed to identify a suitable accessible tourism hub in Shiraz and develop an operational plan for the inclusion of this group. According to the World Health Organization, approximately 1.3 billion people globally and, per Iran’s Welfare Organization (2019), over 11 million people in Iran live with disabilities, yet face physical, economic, social, and cultural barriers to tourism. Using a mixed-method approach (qualitative and quantitative), the study involved interviews with 15 experts, field observations, and document analysis in the historic Zandieh area (Karim Khan Citadel, Vakil Bath, Vakil Mosque, and Vakil Bazaar). Findings highlighted key barriers, including non-standard stairs, lack of ramps and tactile/audio signage, high travel costs, and discriminatory attitudes. The Zandieh area was selected as the proposed hub due to its concentration of historical attractions and potential for accessibility improvements. The operational plan was structured around five pillars: barrier assessment, accessibility policy development, infrastructure adaptation, design of accessible tours, and continuous monitoring. Additionally, preserving historical sites and collaborating with international organizations like UNWTO were recommended. This study positions Shiraz as a leading accessible tourism destination, offering a model for other Iranian cities.
