Given the fact that welfare policies –due to the vast majority of interest groups- are in the face of complexity, this research aims at designing an implementation model of welfare policies. For this purpose, the mixed method is utilized containing the qualitative method for designing an exploratory model (by interviewing 15 social policy-making elites) and the quantitative method for testing the model (by surveying 265 social policy experts). Results: the model dimensions consists of: Conditions, Strategies, Outcomes, Communications, Resources, Practitioners’ attitude and Organizational structure. Moreover, based on the quantitative findings, the structural analysis of data supports the correlation between indicators and indices and the correlation between indices and the main concept (welfare policies implementation). The Conditions dimension (foreign and interior) was the most important and the Resources and Outcome dimension were the least important, comparing all dimensions. The lack of a powerful and pivotal administration in the policy-making system that has been intensified by the merger of ministries, is considered one of the main problems. Based on the elites and experts’ ideas, the most important weaknesses are: imbalance between responsibilities and authority, inappropriate distribution of budget and bank resources, inadequate utilization of NGO’s capacity and civil partnership. In according to the findings, conflict of laws is an important obstacle for an integrated social policy implementation. Moreover, interorganizational communication for policy implementation isn't auspicious.

This article seeks to answer the question of what was the process of housing reconstruction after the November 2017 earthquake in Sarpol-e Zahab and with what challenges? . The method of the present study was qualitative and was used to analyze information and interviews using thematic analysis. Based on the purposive sampling method as well as the theoretical saturation criterion, in-depth and semi-established interviews were conducted with 35 people born in the earthquake and 15 people with specialization. The findings of this study show that the trainee government is the federal government, uses public resources for personal gain, reconstructs delays and slowness of the process, unsupported promises and does not happen in practice, the bureaucracy governing licensing, Do not believe in heat Bank loans, poverty and sexual inequality, empirical experience and preparation of reconstruction authorities, lack of public participation,, , macroeconomic challenges The country was one of the main challenges of reconstruction after the November 2017 earthquake in the city of Sarpol-e Zahab, which was an incomplete and unfinished physical reconstruction. . Based on the research findings, the use of a comprehensive program for the reconstruction of the area, which includes the physical reconstruction of other social areas, such as paying attention to your needs and empowering vulnerable groups, paying attention to cultural issues and the quality of the urban environment. In this research, we try to find how taking social-family support affects the women without spouses redefining their maternal identity. this research is conducting in the two neighborhoods of Afsaria and Abbasabad in Tehran and conducted based on the grounded theory approach. Data was gathered by semi-structured interviews and also observation. Findings show that women after being in the position of losing their husbands, going through a period of grief and mourning and stay in different situations. Open coding led to the three categories of happy widows, sad widows, and wondering widows. Happy widows can be categorized as dependent women, independent women, and warrior women. Women without spouses redefine their maternity identity in their new position. During the redefinition process, women without spouses can be found in 5 paradigms of the perished woman, dependent woman, wondering woman, warrior woman, and independent woman.Mothehood is the basical part of ridifining identiry of women without spouses, and having family-social support is efective in redifining the maternal identity of them.As perished women and dependent women can be called perished and dependent mothers.Oriented familie’s support is essential in shaping the identity of dependent mothers.

Achieving social justice in the distribution of urban services is one of the important goals of urban planners in order to fairly allocate social costs and equalize the use of local capacities for the welfare and social development of citizens. The aim of this study is to analyze and evaluate the spatial distribution of urban public services using health-treatment, cultural-religious services index and urban facilities and equipment in the four districts of Ardabil with the approach of social justice. Data and information collection has been done using documentary, library and field methods. To analyze the data and information, Shannon's entropy technique was used to determine the coefficient of importance and in order to determine the extent of having a 6-ARAS model, Pearson correlation test was used to investigate the relationship between population and status. . According to the assessment made with the ARAS model, it was determined that in the health and medical services of region one, the privileged regions are deprived of regions two and three and the fourth region is deprived, in the cultural-religious services of region one, the regions are deprived. And three semi-privileged regions of region two are deprived, in the services of urban facilities and equipment of region one have privileges, regions three and two have semi-privileged and "region four deprived" and in total the service indicators of region one

Children are one of the target groups of the social policy system in Iran, whose welfare status is still in dispute. Examining the historical trend of child-centered social policies in Iran can play a role in recognizing the problems in this area and, consequently, reducing them. This study examines the legislative and institutional transformations related to children since the formation of the parliament in Iran. The research method is documentary. In this regard, the approved laws and programs and general approaches of all three historical periods to childhood were examined. The results show that although the first Pahlavi era passed laws to protect children, the government tried to respond mainly to the needs of children in the form of charities and endowments. During the second Pahlavi era, efforts in this field gradually took an organized and cohesive form. During the Islamic Republic of Iran, children and childhood received more and more comprehensive attention from the Constitution to other laws. However, tensions between traditional or religious approaches and modern approaches determine the nature of most policies that in many cases has led to children being deprived of much support.

To measure the of cultural capital and economic capital of the a researcher- made questionnaire was used. After collecting data to test the hypotheses, Pearson correlation coefficient and regression analysis using the software Spss action. The descriptive findings shows, average idea of successful aging among retirees education organization Tabriz is moderate. Regression analysis shows, %38 The changes related to successful aging variable resulting from changes in the economic and of cultural capital. The beta coefficients show, Cultural capital of % 47/7and economic capital of % 39/7 each individually have Effective on successful aging.

This article examines the Sociological role of Quality of Life in the Lifestyle of Citizens over 65 years of age in Bandar Mahshahr. Research results show; However, according to Descriptive statistics, the Objective Quality, Subjective Quality and Social Quality has been the highest among citizens aged 65 and over in the region, respectively; But the Social Quality, the Subjective Quality, the Objective Quality, respectively, with the greatest overall impact, have had the greatest impact on Lifestyle, which can be concluded that the Lifestyle of older citizens is more influenced by Social and Subjective dimensions of Quality of Life It. Also, to realize the Lifestyle in the general sense, a combination of the Social Quality, consisting of Social Capital or other convertible Capital, Subjective Quality, respectively, of Mental Capital or other convertible Capital, respectively. The three Capitals form its Social, Cultural and Economic Capitals; And Objective Quality, consisting of Cultural, Economic and other convertible Capitals, respectively, leads to Social, Cultural and Economic Production and Consumption Actions in Social Fields that realize the Lifestyle.
