چکیده
شهرهای قرن بیست و یکم بدونِ تردید با چالش‌های بزرگی مواجه خواهند بود که یکی از مهمتـرین آنها تمرکز فقر در آنهاست. حال این سوال پیش می آید که با توجه به شرایط ویژه شهرها چه عوامل و ابعادی را می توان به عنوان عوامل تشدیدی فقر مطرح کرد. سپس با استفاده از دیدگاه خبرگان حوزه‌های مختلف که کاملاً مشرف بر وضع موجود مناطق تهران در حوزه تخصصی خود بوده‌اند و نیز مطالعات تطبیقی، ابعاد و مؤلفه‌های نهایی نگارندگان ارایه شد و با تحلیل پرسش‌نامه‌ها و انجام مطالعات و محاسبات لازم میزان فقرشهری منطقه8 تهران را در ابعاد و مؤلفه‌های مختلف مورد ارزیابی و سنجش قرار گرفت. با توجه به نتایج حاصل‌شده، مطابق تحلیل و محاسبات آماری و مطالعات انجام یافته، مقدار میانگین فقر شهری برای بعد اقتصادی02/3، بعد مدیریتی62/2، بعد ساختاری-کالبدی51/2، بعد اجتماعی11/2 و بعد فقر قابلیتی 18/2 می‌باشد. میزان میانگین فقر شهری منطقه8 تهران نیز برابر 42/2 می‌باشد(پایین‌تر از 3) که نشان می-دهد در مجموع خبرگان بر این نظر اعتقاد دارند که منطقه8 تهران از لحاظ فقر شهری در وضعیت کاملاً مطلوبی نیست. که طبق رتبه‌بندیANP به ترتیب اقتصادی، اغتشاش مدیریتی، کالبدی، اجتماعی و فقر قابلیتی حائز بالاترین رتبه فقر شهری در منطقه8 تهران شده‌اند، و شاخص فقر که از شاخص های بعد اقتصادی رویکرد فقر شهری منطقه 8 می‌باشد، دارای بیشترین وزن و امتیاز دریافتی از متخصصین می‌باشد.

The cities of the 21st century will undoubtedly face great challenges, one of the most important of which is the concentration of poverty in them. By using the views of experts in different fields who have been completely overseeing the current situation of Tehran regions in their specialized fields, as well as comparative studies, the dimensions and final components of the authors were presented, and by analyzing the questionnaires and conducting the necessary studies and calculations, the rate of urban poverty District 8 of Tehran was evaluated and measured in different dimensions and components. According to the obtained results, according to the statistical analysis and calculations and studies, the average value of urban poverty for the economic dimension is 3.02, the managerial dimension is 2.62, the structural-physical dimension is 2.51, the social dimension is 2.11, and the functional poverty dimension is 2.18. is. The average level of urban poverty in the 8th district of Tehran is also equal to 2.42 (lower than 3), which shows that experts believe that the 8th district of Tehran is not in a completely favorable situation in terms of urban poverty. According to the ranking of ANP, in the order of economic, managerial, physical, social and functional poverty, they have the highest rank of urban poverty in the 8th district of Tehran.
