چکیده

با عنایت به اهمیت مطالعات تطبیقی در زمینه بهره‌گیری از تجربیات و دستاوردهای دیگر جوامع در حوزه سیاست‌ها و برنامه‌های مرتبط با رفاه اجتماعی، مقاله حاضر به دنبال ارائه چارچوبی برای این مطالعات از طریق شناسایی و معرفی مهم‌ترین نظام‌های رفاهی موجود در جهان می‌باشد. برای این منظور، ابتدا مهم‌ترین تلاش‌های نظری و تجربی برای ارائه گونه‌شناسی از نظام‌های رفاهی طی دو دهه گذشته مرور شده و کشورهای واقع در هر یک از گونه‌ها نیز تعیین شده‌اند. همچنین، عملکرد نظام‌های رفاهی گوناگون نیز بر اساس سه شاخص کاهش فقر، حمایت در برابر مخاطرات بازار کار و پاداش برای مشارکت در بازار کار مورد بررسی قرار گرفته است. علاوه بر این، ویژگی‌های نظام‌های رفاهی در کشورهای در حال توسعه و کم‌تر توسعه‌یافته نیز بررسی شده و گونه‌های مختلف ترتیبات رفاهی این کشورها نیز معرفی شده‌اند. در پایان مرور مختصری نیز بر ویژگی‌های نظام رفاهی ایران بر اساس مفاد قانون اساسی و تحولات سال‌های اخیر صورت گرفته است.

Typology Of Welfare Systems Around The World

چکیده [English]

Given the importance of comparative studies in order to utilize the experiences and achievements of other societies in the field of welfare policies and programs, the present paper is intended to provide a suitable framework for such studies by identifying and introducing the most prominent welfare systems around the world. To this end, firstly the most outstanding theoretical and empirical efforts in the field of welfare systems typology in the past two decades are reviewed and various countries which fall in each category are identified. Moreover, performance of various welfare systems is evaluated according to three indicators, namely: reduction in poverty, protection against labor market risks, and rewards for labor participation. Besides, characteristics of welfare systems in developing and less developed countries are studied and existing welfare arrangements in these countries are addressed. The paper ends with a brief review of the characteristics of the Iranian welfare system according to various provisions of the Iranian Constitution as well as the main developments in the welfare system of the country in recent years.
