Economy of culture is regarded as a strategic industry in the national economies of countries. Policy in the production distribution and consumption of cultural products is one of the most important duties of governments, Despite its rich cultural resources Iran lags behind developed countries and even comparable countries such as Turkey. The aim of the present study is to investigate the characteristics of the government of Iran and Turkey in the EC with a comparative-historical approach. Document and secondary analysis approaches have been utilized to acquire data. The study's findings indicate that the Turkish government has the characteristics of development-oriented governments and that in different periods by adhering to the approach of neoliberalism and secularism and the basic principles in achieving development, especially in the cultural field, the existence of elite consensus and Stability in programs has aided the growth and progress of cultural industries. Avoiding the capitalist approach and tending to justice-oriented approaches after the Islamic revolution led to excessive presence of the government in the culture and art sector, and as a result, the presence of the private sector diminished. Also, the multiplicity of policy-making institutions and the lack of consensus among elites, the lack of legal and material infrastructure, the lack of favorable international platforms, and the disharmony with Western cultural policies compared to Turkey, are factors EC underdevelopment in Iran.

Development, is always a changing concept and pregnant with various perceptions and therefore challenging and controversial. On the other hand, inequality and prosperity, as well as their relationship with development, have always been a place of exploration and questioning. These characteristics have caused the development to invade various fields of humanities and social sciences, especially sociology, economics, political sciences, and cultural studies, and it is called the intersection and also one of the most important common seasons. Of course, this feature has caused the achievement of development to require various arrays of these multiple platforms, which according to newer researches and in the best way, occurs in the form of institutional conditions that create the development platform. The purpose of this research is the institutional analysis of suitable and favorable conditions for development and equality, which is determined by social, economic, cultural and political structures. The findings indicate the institutional entanglement of these multiple structures and the action and interaction and the serious impact and impression between them with the legal-legal structure as well as equality and justice in the society, In such a way that, except by studying and achieving these institutional conditions that form the basis of development, any developmental efforts will be nothing more than a distant dream and an unattainable dream in the office and the court.

The method of conducting the research is mixed exploratory and to answer the questions, the method of topic analysis and topic network has been used. In data collection, using targeted sampling, 12 development governance managers in the country were interviewed. Specialized committee meetings, reports received from high-level documents, international comparative study, interviews, observations and personal notes were used as research sources. After collecting the data, the coding of the data was done and after checking the extracted codes, the similar and common items were organized in the form of a single theme.Findings: 261 basic themes were obtained. Four overarching themes and 19 organizing themes were assigned and the institutional model of the banking industry's place in development governance was presented in the form of a theme network.Conclusion: The effect of financial development on the country's growth is positive and statistically significant. The variable coefficient of financial development from the bank credit channel is greater than the capital market channel. The results show that good governance strengthens the effect of financial development on growth by improving the conditions of resource allocation, and the effectiveness of financial development to realize economic growth increases with the improvement of the level of governance.

Popular beliefs, on one hand, can accelerate the process of sustainable development, on the other hand, can prevent it.With these words, it seems necessary to answer this question:"Do popular beliefs help sustainable rural development, or on the contrary, can it be considered as an obstacle?"In the current research, in order to explain the impact of popular beliefs on sustainable rural development, thirty-four parts of the documentary collection of the villages of South Khorasan province,which examines the economic status, employment and agricultural products of that province, in thirty villages;By benefiting from Durkheim's theory of social division of labor-with a different view in opposition to the principles of the modernization school in expressing the obstacles to development-it has been investigated.The approach of this qualitative research, the method of gathering information in it, is documentary,as well as the technique used is content analysis.The studies conducted in the villages of this province inform about the significant relationship between popular beliefs and sustainable rural development and each of its dimensions.As a result of the division of societies in Durkheim's theory,it shows the progress of societies and not necessarily the backwardness of primitive societies in the sense of an obstacle to reach any kind of development.

Achieving development is one of the important goals of planners and policy makers in underdeveloped societies. To this end, the governing systems of many countries around the world try to establish a purposeful relationship between the higher education system and the goals of development management in countries. This research, which has been developed with the aim of developing a role model for the university in the framework of collaborative governance, is exploratory and is applied in terms of the type of qualitative approach and in terms of orientation. The statistical population of the study is the top 13 universities in the country (faculty members with a history of executive positions in the country's governing system) that 16 people have been selected as sample members by purposeful sampling and snowball sampling method until the theoretical saturation is reached. It should be noted that the data collection tool is a semi-structured interview that the four criteria of Goba and Lincoln have been used to check the reliability of the findings. The results show that stimuli (4 factors), contexts (5 factors), participation capacities (4 factors), common motivations (4 factors), common values (5 factors) and outputs and consequences (5 factors) Have been identified as indicators of the university's role in the framework of collaborative governance.

By adopting a sociological approach, the present research tries to study distributive justice feeling among Khorramabad citizens regarding welfare programs of the Iranian Government; meanwhile, it reviews different approaches to relationship between development, distributive justice, and social welfare. The present research was carried out by survey method and using questionnaire in March, 2022. By considering social welfare levels in different urban regions in Khorramabad, the research sampling was designed through integrating cluster sampling and disproportionate stratified sampling with 400 as the sample volume. The results showed that the distributive justice feeling of Khorramabad citizens regarding social welfare was low, and only 2.4 % of the people considered this feeling high. And, regarding its different dimensions, i.e., distribution of job opportunities, employment, and governance, they felt more discrimination, and the feeling came to the lowest point regarding the dimensions of individual freedoms and their use of media and communications.Examining the hypotheses, the results showed that the variables social welfare needs, trust level for welfare programs of the government, and the amount of economic capital are more interdependent with the variable distributive justice feeling regarding governmental welfare programs. The regression analysis findings showed that independent variables predict 50.8 % of the variable variance of distributive justice feeling level regarding social welfare programs of the government. Today, the response to the growing needs of society, which is in search of facilities, facilities and quality of life is higher and higher. The outskirts of the city are one of the most important population settlements that most unproductive economic activities in these areas are based on a direct relationship with the economic activity of the city and thus the development of the city.The aim of this study was to investigate the effect of economic support on the empowerment of marginalized areas. Therefore, using descriptive and analytical methods and using a researcher-made questionnaire, data were collected through the Cochran's formula of 365 people in the suburban logic of Rasht.The findings showed that in most cases the mean of the studied indicators and items have a mean lower than the theoretical mean, which means that the government's economic support has not been able to improve the living conditions of informal settlements, but based on the chi-square test, The most economic support of the government belongs to the index of improving health and medical access, the index of dietary diversification, and the increase of purchasing power. In total, the government's economic support in the past few years has not been able to have an acceptable effect on the empowerment of informal settlement areas.

In designing developments plans, considering women and family issues is a required policy. Having a critical look at former development plans in Iran is one of the necessary pre-conditions for designing local models of developments. The present paper first reviews the literature of development and then, with an emphasis on the issue of family and women, analyzes the discourse of third, fourth and fifth developments plans. Hybrid discourse analyses are done with Laclau and Mouffe and Fairclough approaches. The third and fourth development plans are attributed to the reformist discourse and the fifth development plan is attributed to the conservative discourse. The emphasis of reformist discourse is on the signs of ‘reforms’, ‘political development’ and ‘civil society’. In contrast, the emphasis of conservative discourse is on other signs, including: ‘constitutional law’, ‘economic development’, ‘justice’, ‘moral and religious values’, and ‘independency’. In the domain of gender development, the reformist discourse adopts a mixture of empowering, gender and development approaches. However, the conservative discourse has a critical look at the main approaches in development theories and tries to define local theories of women and family issues with an approach of familism.

From the perspective of historical sociology, this article discusses Truman’s Principle Four, which was introduced as one of America's most famous programs to curb communism in Europe. According to Principle Four, US aid came in two forms: "first, to stabilize the economy to prevent the growth of communism, and second, to help the American economy by enabling Europeans to buy American goods; which soon spread to other countries exposed to the Iron Curtain. The purpose of compiling this article is to study the historical conditions of principle four and its effects in Iran based on development theories. Development theories can be divided into three groups: dependency, globalization, and modernization. Modernization theorists, meanwhile, argued that in order to create sustainable and spontaneous economic growth in the Third World, Third World countries would have to experience the transition from traditional to modern society that developed countries had already experienced. He saw the fundamental obstacles to modernization in the traditional cultural institutions and values of Third World countries, which are at odds with the growth and development of the economy and industrialization. The short-term goal of Principle Four was to prevent the penetration of communism in Europe and countries sensitive to the United States, which it was able to achieve, but with special long-term railroads, it was also able to achieve the goals that the US.

The world development process is the outcome of accumulated mankind experiences. All nations, including Iran, have participated in the present human civilization. In Iran we confronted with the western development epistemology by means of Islamic ontology, but we emphasized on understanding the conceptual principals rather than procedures and processes. The point is that development studies require accentuation of historical and experiential trends. In other words, historical and sociological processes of development should be taken into account with interpretative and identity-based approaches. While instead of such considerations, individual artificial indexes such as factors and agents were detected. In addition, development has been conceived as problem rather than the solution. Hence the proposition of incompatibility of indigenous and western developments has been exaggerated. In this article, we discuss about the main mechanisms and aspects of social development and changes, and consider questions about development from the Islamic and Iranian viewpoint. Finally, an indigenous development as a new approach to development will be introduced.

One objective of the regional and national planning is to create free trade zone, special economic zones and in general export zone, developed with the aim of increasing and developing export, employment, attracting internal investment and technology transfer and increasing public earning. The execution of such programs and the creation of these zones will have economic, political, social and cultural consequences. Therefore, in the present study the impact of the free trade zone in Salafchegan on the social development of that town has been examined. Also the effect of this zone on the social welfare of the local people and its social consequences has been dealt with. The statistical population of this project (211 households) includes all the families living in Salafchegan, 86 of which were selected as the sample size. The project's data was based on descriptive-survey research and the tools were questionnaires and interviews. Based on the results of this study the establishment of special free trade zone has led to a slight decrease in social solidarity among people of Salafchegan. However, it has resulted in an decrease in social confidence among the people of Salafchegan.
