Social Development and Welfare Planning is an open-access, double-blind, peer-reviewed journal published by Allameh Tabataba’i University, the leading university in Humanities and Social Sciences in Iran.Social Development and Welfare Planning has been established to provide an intellectual platform for national and international researchers working on issues related to Social Development and Welfare Planning. The Journal was founded in as a response to quick advancements in Social Development and Welfare Planning and was dedicated to the publication of highest-quality research studies that report findings on issues of great concern to the profession of Social Development.

To allow for easy and worldwide access to the most updated research findings, the journal is set to be an open-access journal. 

The journal charges two million Rials to compensate a part of the arbitration fee, and if the article is accepted, additionally four million Rials will be charged from the authors for a part of the costs of processing the articles, the rest of the costs will be financially supported by Allameh Tabatabai University.

Professional Development of Educational Staff as a Strategy for Achieving Sustainable Development in Higher Education: The Designed Model at Allameh Tabataba’i University

Abstract The aim of this study was to investigate the factors affecting the professional development of higher education staff using a data-driven approach. Purposive sampling was used. Data were collected through semi-structured interviews with 14 experts in the field of professional development and analyzed using open, axial, and selective coding. Key components of professional development included personal learning and growth, organizational support and structure, and adaptation to technological changes, as well as causal factors of professional development were identified in three categories: resources and infrastructure, interactions and networking, and motivation and opportunities. Contributing factors included professional behavior of staff and socio-personality types, and professional development strategies were categorized into the axes of professional planning and counseling, and motivation and empowerment. Technology, organizational support, and equipment were identified as intervention factors and the outcomes of professional development included improving organizational performance, promoting organizational culture, increasing innovation, and job satisfaction. The results show that professional development of employees can be considered a key factor for achieving sustainable development in higher education, and investing in improving employee capabilities will pave the way for organizational development and, consequently, achieving the macro goals of sustainable development in social, cultural, and economic dimensions. Therefore, strengthening technological infrastructure, specialized consulting programs, and institutionalizing a learning culture in organizations should be pursued as a fundamental strategy towards simultaneously achieving professional development and sustainable development.

The meta-synthesis of factors affecting informal employment in the border areas of Iran

Abstract Considering that informal employment has many consequences on poverty and income distribution, it is important to know the factors affecting it; Therefore, the aim of this study was to know the factors affecting informal employment in the border regions of Iran. This meta- synthesis study was conducted with the six-step method of Walsh and Dunn (2005). 2024 articles were retrieved from different databases, of which 15 articles were used according to the research objectives. The findings showed that various factors such as the nature of informal jobs, social-cultural conditions, economic factors, institutional factors, geographical situation and overseas factors play a role in informal employment in the border regions of Iran. The results indicated that the factors that encourage people to work informally are diverse and heterogeneous. A Systematic Review of Patterns, Barriers, and Solutions for Participation in Policymaking for Persons with Disabilities: A Metasynthesis Approach

Abstract justice and sustainable development. International instruments such as the Convention on the Rights of Persons with Disabilities (CRPD) emphasize the necessity of meaningful participation of these individuals in decision-making processes; however, global evidence indicates the persistence of structural and cultural challenges in realizing this goal. This study aimed to identify the patterns, barriers, and strategies for enhancing the participation of persons with disabilities in policymaking through a qualitative systematic review using the meta-synthesis approach. Data analysis followed the seven-step framework of Barroso and Sandelowski (2006) and was structured according to the PRISMA 2020 guidelines. The study population consisted of scientific articles published between 2001 and 2025 in reputable national and international databases, from which 47 studies met the inclusion criteria. Data were coded and analyzed using NVivo software. To ensure the reliability of the meta-synthesis, inter-coder reliability was calculated using Cohen’s Kappa (κ = 0.78), indicating a strong level of agreement. The analysis revealed that participation occurs in various forms—direct, institutional, consultative, and technology-driven. Nonetheless, ongoing legal, attitudinal, economic, and inter-organizational barriers continue to hinder equal and effective participation. The findings highlight institutional reform, the use of accessible technologies, and policymaker education as key strategies to promote meaningful participation.

A Critical Review of Research on Social–Ecological Resilience in Resource-Based Communities

Abstract Social– ecological resilience is a key concept for understanding the dynamics of resource-dependent communities, reflecting the capacity of a system to absorb disturbances, adapt to changes, and reorganize towards a more desirable state. This study aims to identify the theoretical foundations and methodological approaches employed in research on resilience within mineral resource–based communities, using a systematic review guided by the PRISMA framework. Accordingly, 20 peer-reviewed international studies published between 2000 and 2023 were analyzed. Findings reveal that most studies are grounded in the evolutionary approach and the adaptive cycle theory, conceptualizing resilience as a multidimensional process encompassing environmental, economic, social, human, cultural, and institutional dimensions that evolve through four stages: growth, conservation, release, and reorganization. Methodologically, the majority of studies adopted quantitative approaches, employing techniques such as Principal Component Analysis (PCA) and GIS-based spatial modeling, whereas qualitative research utilized inductive reasoning and thematic analysis to explore communities’ adaptive responses. The results highlight a significant gap between theoretical conceptualization and empirical measurement of resilience, underscoring the need to integrate social, institutional, and cultural dimensions into existing models. By addressing this research gap, the study emphasizes the necessity of developing context-specific, interdisciplinary frameworks for analyzing and enhancing resilience in Iran’s mining communities

"The Effect of Service Quality Satisfaction on Institutional Trust in Single-Branch Qard-al-Hasanah Funds: The Mediating Role of Service Recipients’ Justice Perception"

Abstract The present study aims to investigate the impact of satisfaction with service quality on institutional trust among members of single-branch microfinance funds, with the mediating role of perceived justice by service recipients (Case Study: Members of the Shahed Microfinance Fund). From this perspective, a quantitative research strategy and a survey study design were employed. Accordingly, research data were collected and analyzed from 381 members of the Shahed Microfinance Fund across 32 service regions who received financial facilities during the first half of the Iranian year 1403 (March–September 2024). Participants were selected using Cochran and Sharp’s sampling formula and stratified sampling method. Descriptive findings indicated that the overall index of institutional trust among members had a mean of 36.638 (with a cutoff point of 24), member satisfaction had a mean of 84.564 (cutoff point: 63), and perceived justice had a mean of 27.357 (cutoff point: 18), all of which are at desirable levels. Moreover, inferential findings based on structural equation modeling (SEM) showed that the empirical (path) structural model and the reflective measurement model of veterans’ satisfaction with the quality of services provided by the Shahed Microfinance Fund had an acceptable fit and alignment with the theoretical model.Keywords: Social trust, institutional trust, perceived justice of service recipients, microfinance fund, Shahed, members.

An analysis of the obstacles and problems of attracting participation in NGOs

Abstract The level of social participation of individuals in society has a significant impact on achieving a better life and creating a more developed society. Non governmental organizations (NGOs) take steps towards humanitarian goals and reduction of social harms by attracting public participation. The main question of the current research is what issues and challenges prevent this popular participation and as a result, the non-governmental organizations distance themselves from their important goals. The method used in this research is based on qualitative methodology and "theme analysis". In order to collect data in this research, a semi-structured in-depth interview was conducted with 27 civil activists with a history of cooperation with non-governmental organizations using a purposive sampling method, and finally, a number of basic, organizing and comprehensive themes were obtained. According to the findings, four categories of problems including "structural/environmental challenges", "organizational/peripheral challenges", "strategic challenges", and "consequential challenges" were counted. Also, the main challenge facing NGOs to attract public participation was named as the central theme of "incomplete companionship". This phenomenon points to the fact that although the NGOs bring people with them and with their help they try to reduce harms and social problems, but this companionship does not involve the general society but only a few groups.

Development of a qualitative model of social hope of Kurdistan province martyrs

Abstract The present study was conducted with the aim of developing a qualitative model of social hope of Kurdistan province martyrs. The method of qualitative research and theme analysis has been implemented. The target community in the research is the community of martyrs of Kurdistan province. The research method is applied according to the purpose; According to the type of data, the quality is exploratory. The findings of the research are based on semi-structured interviews with elites, main and sub-themes have been extracted based on coding and analysis of themes and topics. In the first stage, using a semi-structured interview with expert experts and university professors and veterans in the number of ten people, it was processed in a targeted way until the theoretical saturation stage to identify the effective components on the formulation of the qualitative model of social hope of the veterans of Kurdistan province. By using coding, the extraction of codes and the main and secondary components of the research were determined. MAXQDA software was used to analyze the data. Abstract Abstract:
The aim of this study was to study the role of development programs on gender justice and the distribution of life opportunities in Qazvin women in 1398. In this qualitative study, thematic method has been used. The statistical population of the study is the content of six development programs in Iran and statistics and indicators related to the situation of women in Qazvin province. "," Women "and even the Arabic equivalent of" women "and" girls ". In this study, the content of six development programs was exploited. In order to analyze the data, the technical analysis method was used. In the first stage, 71 primary codes, in the second stage, 26 sub-themes and in the third stage, 6 main themes (health, education, socio-political, employment, culture and welfare and social support) were identified. Findings regarding the situation of women in Qazvin province indicate that the more we move from the first program to the sixth, the more legal material is observed with a gender approach. Although the realities of the development programs are inconsistent with the overall spirit of the program and in this respect, especially in the field of employment and politics, is contrary to the goals of the development program, but the achievements of women in education can not be Ignored.

Typology of Theoretical Approaches to the Concept of Social Resilience

Abstract Given the intensification of risks and the proliferation of social tensions in contemporary societies, clarifying the concept of social resilience, advancing its theoretical development, and proposing new conceptual frameworks have become an important necessity for accurate planning and policymaking in this field. The central question of the present study is: what are the most significant theories and theoretical approaches proposed in the field of social resilience? Furthermore, which conceptual frameworks have been developed to explain the dimensions and indicators of this concept? This study is qualitative in nature and was conducted using a comparative research approach. For data collection, scholarly articles that reviewed and theoretically categorized the concepts of resilience and social resilience were selected. These classifications were then compared with one another and subsequently reclassified based on their similarities and differences. The findings indicate that in examining the theoretical evolution of resilience, four main categories can be identified: individual traits, process-oriented perspectives, systemic perspectives, and emerging trends. The most important theoretical approaches to the concept of social resilience include functionalist, systemic, social capital, empowerment, and transformative approaches. Within these theories, the trajectory of resilience has evolved from passive adaptation to crises toward leveraging tensions as opportunities for change and advancement. Developing a theoretical typology and reflecting on the evolutionary trajectory of these theories can facilitate their further advancement and deeper application.

Abstract Poverty and social inequality is one of the major problems of cities in developing countries, which has occurred following rapid urbanization. The purpose of this research is to explain the phenomenon of urban poverty in the south and southwest of Tehran (17, 18 and 19 districts) through a data-oriented and qualitative research. For this purpose, the grounded theory research method was used. The research technique includes direct observation, document review, and in-depth and semi-structured interviews. The participants in the research include heads of poor households living in the mentioned areas. in total, 37 people participated in the research. The sampling method is purposeful and snowball, which continued until the theoretical saturation stage. The results of the research based on the paradigm model are located in the five axes of causal conditions, background conditions, intervening conditions, strategies and consequences. In this topic, strategies and consequences are discussed. Based on the results, exclusion from the labor market was recognized as a central category in the phenomenon of poverty in the studied areas in Tehran. The results show that poor rural migrants have turned to methods for survival in the city due to the weakness of economic and human capital and unfavorable economic and employment conditions, which include informal and temporary employment, shared housing, and alternative treatment methods.

Abstract This paper is based on a qualitative study in which an attempt is made to analyze the perceived understanding of single girls in Yasuj of socio-economic contexts and contexts that are effective in raising the age of marriage. For this purpose, in-depth semi-structured interviews were conducted with 20 single girls in Yasuj who were selected by purposive sampling method. The Colaizzi content analysis method was used, In the data analysis stage. The main categories extracted in the interview with the interviewees were: "economic disadvantage of marriage", "generalized socio-economic expectations" and "changes in the family system and family values" and include 11 Sub-categories: 'Complexity of economic conditions", 'Inefficiency of support plans', "Dominance of economic criteria over Marriage", 'Job challenges and fear of marriage", "Increasing luxuries and difficulty in providing dowry", "Economic Equilibrium and Socio-Economic expectations of boys", "Demanding educational and financial balance in girls and boys remnants", "Highlighting family injuries" and … .In general, the findings of this study indicated that socio-economic contexts greatly disrupt the system of calculating profit and loss in marriage, and therefore in the current situation of marriage is not economically viable and thus, the girls’ marriage style compared to previous decades of the traditional form and Its family-orienteers has been removed and, by adopting more modern methods, it has undergone changes and transformations, such as marriage age rising.

Abstract The World Tourism Organization has recognized senior tourism as an important opportunity in the tourism industry because Population ageing is a global phenomenon And according to the United Nations, the population of all countries is aging . On the other hand, Today's seniors have a higher level of wealth, more free time and improved health conditions to participate in tourism activities than their predecessors. Despite the growth in the number of researches in senior tourism field, there is still gap for more researches, especially in countries like Iran where the population is moving rapidly towards aging. Therefore This study aims to identify and provide the most important Categories of Senior Tourism Development base on previous studies. To achieve this goal, with adopting a qualitative meta-synthesis approach, We analyzed 82 articles And after open coding and axial coding, 10 sub-categories and 4 categories were provided: (1) Motivations include push motivations and pull motivations; (2) Constraints include intrapersonal Constraints, interpersonal Constraints and structural Constraints; (3) Facilitators include intrapersonal Facilitators , interpersonal Facilitators and structural Facilitators; (4) Benefits include Improve the quality of life(Objective factors), Improve the quality of life(Subjective factors). Most Reviewed studies(Both Persian and English sources) deal only with a specific aspect of senior tourism, and advantage of this study is its comprehensive view(from the Tourists' Perspective).

Abstract Introduction & Objective: Gender inequality is one of the phenomena that can be seen in most human societies, and as a social issue, like other social phenomena, it is affected by various factors and on the other hand, it also affects other variables. The present study was conducted with the aim of investigating the relationship between gender inequality and cultural development of female students of Islamic Azad University of Tehran.
Methodology: The research method was descriptive-correlation. The statistical population was all female students of Tehran Islamic Azad University with a total of 457,381 people. The sample size has been calculated using the multi-stage cluster sampling method proportional to the volume and simple random equal to 382 people. In order to collect data, a researcher-made questionnaire on cultural development (57 items) and gender inequality (34 items) was used. Data analysis was done using Spss22 software.
Results: The results showed that gender inequality in general and its dimensions such as (cultural inequality, social inequality, economic inequality, symbolic inequality) have an inverse relationship with cultural development. This means that with the reduction of gender inequality and its dimensions, the level of cultural development will decrease.

Abstract Medicine as a vital need is not only a therapeutic category but also has economic, social and political dimensions. Iran's pharmaceutical system has undergone changes due to the implementation of some market-oriented policies that have far-reaching social, economic and even political consequences. The aim of the present study is to investigate the effects and challenges of transferring the field of medicine as a vital commodity in the lives of individuals in need of a market mechanism. This qualitative research has been done in the form of analysis and description and at an institutional and strategic level in the field of medicine as a therapeutic commodity. In this research, with the help of qualitative method, ie documentary study and semi-structured interviews with some experts in this field, this development in drug marketing is criticized. The data obtained from the interview and the documents are categorized by the method of content analysis. Examining issues and challenges of employment and empowering female-headed household

Abstract The number of female-headed households has risen in recent years in Iran and the difficulties that these women and their families encounter have prompted politicians and organizations to pay special attention to the employment and empowerment of female-headed households. For this purpose, using the Meta Synthesis method of the documents in this field ( 66 research and official documents ), analysis and then in-depth interviews with informants and stakeholders at three levels of the micro ( female-headed households ), medium ( Social worker), and macro ( Managers and decision makers) were carried out. 24 people were interviewed at different levels of this research. Thematic analysis was then used to analyze the data. The findings in the four areas of vulnerability context, types of livelihood assets, processes and structures, and livelihood strategies of female-headed households reveal that there are many challenges and issues that prevent interventions in the area of employment and empowerment from being as effective as they should be. The validity and reliability of the answers were checked and confirmed. Based on Meta Synthesis and in-depth interview findings, 24 significant challenges and 104 issues were identified in these four areas.

Developing the Personality System of Elite Youth Based on Social Development: A Comparison of Training the Dimensions of Developed Personality in Normal and SAMPAD School Students

Abstract This article has been prepared in order to analyze the personality of the youth, as effective factors in the social development of the country, especially the young elite. The main theory of this article is the integrated and multidimensional theory of "social order". Because it is related to social development, advanced personality development under family, and educational and school systems (PCK) is included. The research method is the integrated method of "social measurement". Of course, the main report of this article is based on quantitative results; which have been confirmed and described based on qualitative evidence. The statistical sample consists of 250 students from the city of Mashhad. The results show that the students of normal schools are significantly ahead of the students of SAMPAD schools in the social dimensions of advanced personality, including social tolerance, generalized commitment, general emotional dependence and social intelligence. Also, according to the regression models, the contribution of educational centers is higher compared to the family in explaining the advanced personality changes among young people. So that empathy variables in school, teacher-student relationships and teacher expectations play a strengthening role in the formation of the personality of these young people; While the intimate relationship with the school principal has a weakening role in the formation of the social dimensions of their personality.
