Abstract:The aim of this study was to study the role of development programs on gender justice and the distribution of life opportunities in Qazvin women in 1398. In this qualitative study, thematic method has been used. The statistical population of the study is the content of six development programs in Iran and statistics and indicators related to the situation of women in Qazvin province. "," Women "and even the Arabic equivalent of" women "and" girls ". In this study, the content of six development programs was exploited. In order to analyze the data, the technical analysis method was used. In the first stage, 71 primary codes, in the second stage, 26 sub-themes and in the third stage, 6 main themes (health, education, socio-political, employment, culture and welfare and social support) were identified. Findings regarding the situation of women in Qazvin province indicate that the more we move from the first program to the sixth, the more legal material is observed with a gender approach. Although the realities of the development programs are inconsistent with the overall spirit of the program and in this respect, especially in the field of employment and politics, is contrary to the goals of the development program, but the achievements of women in education can not be Ignored.

The aim of the present research is to study the aging life of 60 to 70-year-olds with income and the problems caused by it, which.Qualitative research method and Grounded Theory strategy have been used to analyze and interpret the data.The target population of the study was the elderly of Lali city, and the sampling method was purposeful and theoretical, and theoretical saturation was achieved by conducting semi-structured interviews with 17 people.The findings show that the central phenomenon in aging is"disability and sense of uselessness"The causal conditions governing this phenomenon of non-participation are lack of sufficient social support, a sense of discredit and a negative label.The bases are the lack of support infrastructure, material hardships, disorder and inability to play a role, which along with interfering conditions such as ambiguity in the social position, institutional and family problems, lack of useful communication, negative general attitude towards the environment and the future, misbehavior of those around the situation.they are faced with the ambiguity of their position, they have consequences such as pessimism towards society, negative understanding towards aging, Isolation, social dissatisfaction, acceptance of death, increasing general disability are faced.The results show that with more participation and support of the elderly, in addition to getting out of loneliness and isolation, their sense of wastefulness and dignity failure will be reduced.

As human and cultural capital, academic elites play an influential and positive role in societal development. One of today's social issues is the accelerating migration of elites, which the present study seeks to explore the barriers to the permanence of academic elites from the perspective of their lived experiences using a qualitative research method. The data collection tool was in-depth and semi-structured interviews, and the data analysis technique was thematic analysis. The basic, organizing, and global themes were extracted from the interview transcripts. The findings of the study show that "economic instability, job insecurity, relative deprivation, feelings of insecurity, decline in creativity and scientific production, weakness of the research position, lack of financial and welfare support, weakness of the recruitment and employment system, dominance of a quantitative perspective and lack of a differentiated perspective, bureaucratic problems and administrative system, lack of a desirable scientific and political environment, feelings of discrimination, cultural gap, Educational and cultural concerns for children, and family pressures and tensions" are among the barriers to the permanence of academic elites in Iran. The everyday life of elites is trapped in multiple inefficiencies in various realms, all of which constitute barriers to retaining elites. Moreover, elites are caught in a struggle between the dominance of economics in everyday life and the pursuit of non-material concerns. "

Economy of culture is regarded as a strategic industry in the national economies of countries. Policy in the production distribution and consumption of cultural products is one of the most important duties of governments, Despite its rich cultural resources Iran lags behind developed countries and even comparable countries such as Turkey. The aim of the present study is to investigate the characteristics of the government of Iran and Turkey in the EC with a comparative-historical approach. Document and secondary analysis approaches have been utilized to acquire data. The study's findings indicate that the Turkish government has the characteristics of development-oriented governments and that in different periods by adhering to the approach of neoliberalism and secularism and the basic principles in achieving development, especially in the cultural field, the existence of elite consensus and Stability in programs has aided the growth and progress of cultural industries. Avoiding the capitalist approach and tending to justice-oriented approaches after the Islamic revolution led to excessive presence of the government in the culture and art sector, and as a result, the presence of the private sector diminished. Also, the multiplicity of policy-making institutions and the lack of consensus among elites, the lack of legal and material infrastructure, the lack of favorable international platforms, and the disharmony with Western cultural policies compared to Turkey, are factors EC underdevelopment in Iran.

Development, is always a changing concept and pregnant with various perceptions and therefore challenging and controversial. On the other hand, inequality and prosperity, as well as their relationship with development, have always been a place of exploration and questioning. These characteristics have caused the development to invade various fields of humanities and social sciences, especially sociology, economics, political sciences, and cultural studies, and it is called the intersection and also one of the most important common seasons. Of course, this feature has caused the achievement of development to require various arrays of these multiple platforms, which according to newer researches and in the best way, occurs in the form of institutional conditions that create the development platform. The purpose of this research is the institutional analysis of suitable and favorable conditions for development and equality, which is determined by social, economic, cultural and political structures. The findings indicate the institutional entanglement of these multiple structures and the action and interaction and the serious impact and impression between them with the legal-legal structure as well as equality and justice in the society, In such a way that, except by studying and achieving these institutional conditions that form the basis of development, any developmental efforts will be nothing more than a distant dream and an unattainable dream in the office and the court.

The accurate, current and comprehensive information is essential for any effective intervention to improve informal settlements. One of the social issues that the informal settlements in Karaj city is social exclusion. These settlements are often marginalized, leading to social isolation within the neighborhoods and exclusion from the mainstream society. This can result in issues such as discrimination, lack of access to social services and limited social mobility. Despite the social issues raised, the actions taken to address these issues, although they were physical and while necessary, seem to have not significantly enhanced the opportunities for social interactions and encounters in these neighborhoods. This study aims to investigate the relationship between the social capital and environmental quality in these neighborhoods framing it within the literature related to “social capital”. Based on an appropriate sample of 385 residents from these areas, the social capital status was assessed statistically. The collected data about sotial capital were analysis using Analytic Hierarchy Process method; and spatial integeration and legibility were investigated as subsets of environmental quality in the target neighborhoods using the space syntax method. Ultimately, this article identified the relationship between social capital and environmental quality (spatial integeration and Legibility) in the target neighborhoods with the help of linear regression. Neighborhoods with higher the spatial integeration and also exhibited higher levels of social capital.

Justice, , has a prominent challenge along in the five-year development plans in Iran. To ensure the fulfillment of the quantitative and qualitative goals of development programs, including the realization of justice, there is a need for operational indicators that show the degree of achievement of the goals. The present research has examined the indicators of economic justice in the five-year development plans after the Islamic Revolution. The main question : What indicators have been raised in the five-year development plans? The secondary question is: economic justice indicators are present in each of the development programs based on what patterns? . The statistical population of the research is the text of the first to sixth development programs. Descriptive statistics and content analysis techniques were also used for analysis. The findings of the research showed that in the five-year development programs from the first to the sixth, the indicators of education, health, employment, empowerment, environment With the approach of the model of human development and economic growth, reduction of government tenure, financial discipline, productivity and competitiveness with the approach of the free market and social security model, housing, Gini coefficient, poverty alleviation with the approach of basic needs have been proposed.

"Community-oriented tourism" is seen as a suitable tool for promoting tourism development, increasing community welfare and also empowering local communities.Community-oriented tourism" is seen as a suitable and alternative tool for promoting tourism development, increasing community welfare and also empowering local communities. However, despite efforts to meaningfully participate in tourism development projects, community participation remains a challenge. Therefore, this study aims to identify the challenges of social participation of the local community and also provide practical suggestions to overcome these challenges. In order to carry out this research, challenges were identified and investigated using the background study of the research. In the following, these challenges were transformed into a structured system using the interpretative structural modeling technique. In order to fit the formed structural system, the technique of structural equations was used with the application of SmartPLS software. The statistical population of the current research is made up of 29 people from Iran's tourism industry as experts and 114 as sample respondents of the questionnaire. The results of the research show that the identified challenges fall into three categories: operational, structural, and social, and the challenges of the structural category are the source of other challenges, and suggestions were made in order to solve the challenges.

Firouzkoh is a transit hub for travelers traveling from different cities of the country especially Tehran to Mazandaran province. At this city, the 45-meter street is the main axis of passenger traffic towards Mazandaran. Since these streets have the largest number of service centers to provide services to passengers, heavy traffic is observed in them at all day. In addition, the narrow width of the passage have contributed to traffic problems. In order to, reduce the volume of traffic in the mentioned two axes, the municipality approved the construction plan of 18 meters as the return route of Pasdaran Street from the city center. With the construction of this crossing, the neighborhood of Qanbarabad have been directly affected by the aspects of the change of use from residential to commercial, population displacement and the change of social structure resulting from the implementation of this project. Despite the economic and social impacts caused by the construction of the 18-meter crossing on these neighborhoods, a study has not been conducted to identify these impacts and adopt appropriate policies to reduce the negative consequences of the project. Therefore, in this research, an attempt has been made to identify the economic and social effects of the construction of this project by using the qualitative study method, and provide solutions to reduce the negative consequences of this project.
